Would CA be lagging due to my graphics card, or my internet?

AMD M880G w/ ATTI Mobility Radeon HD 4200

Internet:

Download 0.93 MPBS
Upload 0.17 MPBS

Don't even know, someone give me a brief simple summary?

Definitely Internet. Download and upload is slow as shit.

Like I mean, I can get atleast 40-50 FPS sometimes in a game with 8-12 people in it, and sometimes I get these terrible lag-spikes.

What kind of lag are you having? Net lag is more formerly known as latency. FPS lag the game would be unresponsive even if you had good internet.

Can you create local servers on CA? As in click start server and load a map? Because if you lag the same there, its your comp, and if not its latency.

Yes, you can create 'servers' on CA. But, they don't rely on your internet speed and or computer specs.

^ Good example of gameplay sorta like mine. I get that kind of lag. Except, I get around 30-50 FPS actually.
