Im guessing he doesnt have a ATi or Nvidia since he said "Shitty Intel" but I would say update your DirectX you said you have updated your gfx card drivers so thats ok and respond back with results on DirectX update

I had this same error you need to update your video card and it will fix it

I went on intel site and download an update. Still has the error. Theres no windows update avaible either...

get a new video card
