Well yes they are back, but since they've been hacked once already, you can't really call them 'safe' anymore.
You could try RSBuddy, it runs fine.
For RSBot:
Mining & Smithing
I use powerbot for smithing .
Epicbot has a nice smither as far as I know. Just wait untill it's up again.
