how can i draw text to an application like Combat Arms?

Learn C++ and D3D.

i know c++ im not intrested in learning d3d because all i would use it for is to draw text...

You have to hook a Directx Function in order to render it to the screen
ect. Endscene, Present

You won't be able to do anything by yourself if you don't learn it and only Rely on the CopyPasta people give you about hooking/drawing/w.e
