Well when i logged into CA today it appears i was banned, but instead of normal ban messeage it gives me this "Your ID is permantly Banned"

When you get a Regular Account Ban/ Suspension. You receive this notice.
"Your Account has been banned by Administer"
Or something along that lines. Basically this is meaning your IP/ Domain banned. Simple fix by changing your IP's.

EDIT: Took less time then I expected, anyways this is what you should get if you are Perm IP Banned.
