Rainbow Sparkley effect
Create a new document, mine is 500x500 pixels(yours can be any size you want it be)
-double click on the background layer then check "Gradient Overaly" Radial for the Style and about red and black like this
now get a render!
and place it on top of the the gradient!
use the render and go to filter > add noise 4%(Gaussian) (not much)
hide the background then use magic wand tool to select the render then inverse select to select the render it self
then to select > refine edges (settings is different for different render)
and well! refine the edges and little..
Select the Elliptical Marquee Tool (M), set the feather option to 30px
create a circle.. selection like the image below
the choose layer > layer mask > reveal selection
+ Double click on the render layer to open the Layer Style box. Select Outer Glow
now Duplicate the layer times two
1st one take one of the behind one and set Blend Mode use Color Dodge
2nd one Filter>Blur>Motion Blur. Use 90º(or the direction your render goes) and 160 for distance
NOW !! BE SURE TO put blurry layer is behind the normal layer
now make a new layer behind the girl and then go to Filter>Render>Clouds. Change the Blend Mode to Color Dodge
pic before the blend mode change....
Filter>Render>Fibers
15 for the variance and 5 for the Strength
Choose Lasso Tool (L) set 30px for the feather and create a selection like I did.

Then again add a layer mask! go to Layer>Layer Mask>Reveal Selection
+ after that double click the image and open up the layer style box
and chose the gradient overlay as the rainbow colors
add a new layer brush it up and add shapes and stuff on here and set it to color dodge and erase off the bad parts

ok! from now on! its all up to the brushes!
and add some shaped
or other flowers and stock images and shapes you want to add
brush up the background try finding a flow!

you will end up something like this!
