FPS LAG.
I just downloaded CF on my laptop, and my FPS is terrible.
It's 9-20.

um, don't be poor and buy a better computer.
He's right (@cwafflez), it can be that your computer isn't good enough, or just needs some cleaning up.
Try Advanced system care and run some clean ups and boosts.
Or Game booster, because you might have some background programs going.
CCleaner is good too, give that a try to clean up your registry.
There are a ton more softwares you can try, but if they still fail, do yourself a favor and get a better CPU or PC.

?No laptops are that low
It has nothing to do with how bad it is. I just scanned it + cleaned the whole thing. Took away all the tracking cookies and everything.

Lol, it's your craptop. Windows logo on the bottom left, right click computer, then properties. Tell us your specs. You should also reinstall/restore windows completely because you don't sound like you know what you're doing on a computer, and when you don't know what you're doing that slows it down a shitload.
i had the same problem but i had 10-18 FPS
I use now Gamebooster and Ccleaner and it helped me ALOT now my FPS is 40-60

Your Laptop is not good enough to run CF properly.
