Take the PC plug out and leave it for about an hour or two, after then plug it back on and try.
If that doesn't work take out everything except for the power plug that connects to the PC and turn it on, and try it again.

Your RAM.
It looks like its busted/overheated/at its limit. You need to replace it. Go to an IT Professional or someone that is good at computers that has this stuff to place a new one for you.
Yes try format your pc, if wont work you burned your RAM, so pc isnt enough powered to start
