The Captcha Code is the problem ?
So you have accessed their website, filled all the blank information with exception of Captcha, and changed the IP only to fill the Captcha Code? Did you tried changing the IP first, go to their website and register? 
Adding on what Jigsaw said. Maybe you have to change the ip from the beganning not the captcha part.
Clear cache and history completely, then go on the site and try registering again.

: (: (Did you check whether your IP actually changed? And try using private/incognito browsing (if you're using FF it should be Ctrl + Shift + P, Ctrl + Shift + N for Chromium-based browers). If that fails just reopen private/incognito browsing (close it and start it again to clear the temp data) and use an online proxy (a sizable list can be found @ proxy.org - try a few till you find one that doesn't have too many ads and that doesn't lag that bad).

That doesn't really look like an issue with your IP then, most likely whatever version of Chrome you're using has issues with their site (sometimes, mainly due to bad website coding some stuff like scripts etc. can stop functioning). When I checked it worked for me though. Perhaps try registering with Internet Explorer or Firefox?
