I wouldn't know what kind of energy they measure but no, it doesn't seem like a lot if it's meant to protect you from gunfire or something along those lines.

just did the math. This would save me from most 9mm bullets as when they fire from the muzzle are usually under 1300 fps, and the armor takes up to 1400 fps.

.44 magnums, it can take it at 1400 fps, but when fired straight from the muzzle, it goes about 1607.6148 fps
so how far must the bullet travel to slow down to 1400 fps?

Check online for bullet velocity calculators, most likely nobody here could answer such questions. Usually the greatest factor would be air resistance, which depends on bullet shape etc.
