Can you be more specific and post more details about your configuration? Your FPS should be around 150-200 with that specs.

Could it be from the monitor.....I have bad monitor.!!!!!!
No... Your monitor doesn't have to do anything with the FPS. It only displays. However the higher the resolution is, the more it affects your FPS.
What's your graphics card?

close background program , and disable Start up programs .

How recent is it..?
Well anyways, usually closing background programs like the above post said (Game Booster does that well), and set your resolution lower. At like 800x600.
Depending on your graphic card, RAM and etc... It affects your FPS.
use 16bit colors maybe

Maybe you should actually say how to put it in 16bit colors.
crossfire options : colors : 16bit
Bad FPS is caused by a bad graphics card.
FPS has nothing to do with `Back Ground Programs´ ,
my video card is :
ATI HD 6770
and my FPS is +/- 200.
So is this solved?
Try downloading 'Mz Game Accelerator', it's free and it stops unused background programs and helps boost your gpu.
