Anyone got any idea who this "coder" is and where he got the event news source from?

Nope, its event news, i coded and invented it as first for international & philippines, i gave it to 1 guy for ph,, and now i see it everywhere..

Is this like an Inline ASM? You know, when your using it, you can edit the event message of the GM's. But I think its only server sided. However, this one on your screenshot is different. Did you just invented the code sir?
