Little question about rep

So, for a while, I've been wondering how the post count and reputation both have an influence on how much reputation you can give people when +repping them.
Last time I repped a person, his rep didn't go up (I had around 150 posts and 10rep at that time).
Is there any accurate statistics on how much rep you can give when having an exact (number of) posts and (number) reputation?

I apologize if there has been posted a statistic-like post before.
