Graphics Card
Can someone find me a graphics card that cost around 150 bucks that can run borderlands 2?
On a side note I keep getting ran out of video memory exiting
for the past 2 days. It worked when I for 2 days then just stopped working

I picked up the AMD Radeon HD 6850 for 90 bucks at Best Buy since they were liquidating their inventory (only at the bigger stores though) the other day.
You probably need to upgrade your PSU too.

What should my price range be around?
I'm trying to be budget friendly here but if there's a bar to where my standards should be I'm open to ideas
the nvidia gts 450 is slightly above a 100$ and I can record borderlands 2 (with fraps) on about 40-60 fps
You'll want around 500W for a PSU and just remember to get a good brand name PSU like Corsair, Seasonic, XFX etc

For the graphics cards I can recommend the GTX 660 or perhaps a 7850. What you don't want is a card that'll be just good enough for today's games but a year down the track you aren't getting good enough performance. the 660 or the 7850 will guarantee you a couple years worth of good performance on the graphic card side of things.

If I were to get a 7850 what PSU should I get?
I agree with Doc that both of those cards are great. I'm actually using the HD 6950 and haven't found a game I couldn't comfortably max out yet.
The only thing though, is the 660 and 7850 are both out of your price range, even more so if you need to upgrade your PSU.

Can you post your specs, and tell me what PSU you're currently using?

I'm thinking the 6850 would be well within your budget and it's a pretty solid card for the price.
and even if you gotta upgrade the PSU you can find decent 500-600 watt ones pretty cheap.

Gotta also keep in mind space.If you're using a mid ATX case the other two cards may be a bit too snug,
I would also be concerned with core temp. as well.
