I have no idea why Canada is in the Top 1. I've lived in Canada for over 8 years, and the stuff they teach is 10x easier than shit they teach here in US.

I was thinking of Australia having the highest since school/univeristy/college is free there. Quite surprising seeing it's 9th on the list.

No surprise. College in Canada is cheaper than the U.S.
Our government would rather shell out 40k a year to house prisoners, than help people get an education.
It's really a big issue with this country that I feel needs to get addressed very soon.
