No such thing. And if someone claims to have one, they are fake.

Everything is possible, and got a question, when you buy rp with e.g paypal. Can you fake the amount of rp you receive?

No you cannot, because those packets are coming from the server's side and you can't intercept what you receive because that would just be cheat engine-ing your way.
lets say hypothetically it was possible, anyone held accountable or found using this cheat/hack would be fined a minimum of $20,000
Well if your a christian, for the last one you said, go to Jezus 
Anyways you can fake it. Before the client is receiving the info it must be encoded, if you know how to read packets then before the client is encoding it you can edit the packet. But you must be a pro to do that :/
If you know the process between the server & client, then I am 100% sure you can fake it.
