Hey, I am getting absolutely 0 item's in tf2 and cant access the shop because whenever i click Shop it says Checkout unavailable at this time
Any help would be appreciated. I am VAC banned if that matters

You just answered yourself.If You're VAC banned,You won't be able to use any service the game offers.Simple logic.
Also,sometimes the shop isn't available because of maintence or some problems on the game servers.
