An use againist the rules is to attack an user/server by knowing his ip and port.

i put ip in targer ? what next ?

You should find an opened port between you and the target.
The default port is "80", but you can use others by using a port scanner...

This is a simple task, and when I actually saw the code, it was identical to yours indeed. But its not like it is going to change that much for such a simple task. Also he is giving you credits for the theme, etc...

So this is basically a DoS application..?

Not even, all it does is open the link: The Shell global homepage | Global and add in the other information to it. Nothing special at all. And shell.com is a website for the gas station thus this is fairly useless.
