In UK You do not need to add your credit card / bank account all you have to do is go to the registration page and when it does ask for your credit card / bank account just edit the link and turn it into paypal.com only (remove signup and addcard)

But is it really true that you can instantly receive a let's say 300$ payment via goods & services without the money being put on a hold if it's a Canadian account?
