I know a way that might work for you.

You could Modify an existing 'All Players Loadout' script to give a useless loadout to all players.

Yeah, it's called thunderdome, duh.

No, but seriously, in the monky menu there's a file called "aloadout.sqf" in the target folder.
You could try editing it and taking out all the items and see if that works? Or you could edit it and do what chickeninabiskit said and give them shit gear. *shrug*
