No it's server-sided but that doesn't mean it is impossible, there might be a exploit in the future where you can get Dragon Coins.

Currently as of now there are none, there used to be a trick to get DC with 1 cent but it was illegal too and now it's patched.

You can generate Dragon Coins in my trainer but you can't use them. It's possible there may be an exploit in the future just like Nexus was talking about.

You think they would arrest you over dragon coins? Even if you did find a way to hack DC's you wouldn't get arrested. Most people have some type of anonymous proxy set up anyway.
