Not sure about levels getting from it.
And it explores everything in the current area (might miss like 1 Point of interest in some areas)
So you enable it. When it's done (Very fast since it teleports) you just go to the waypoint closest the a new area, enter the teleport to next area and enable it again.

Just search on youtube for: Midnight Hack GW2 (and you'll find a video of it)
