I have this Duel Swords of Vindication and it says it is 1% rare.....what is the meaning of 1% rarity?

Its a very rare drop like the bunny berserker on the werewolf

also its not rare its only have 1% rare item drop

I have J6-Pirate.That thing is so much better and its 100% rare,You cant get it anymore.

True but still,you can't get it every day like Dual sword of vindication..
