enable chaos district rumor

To enable chaos district, change 22 01 to 22 21 at offset 0x18E of apb.exe, then run the game.

i dont think so the Chaos District doesnt exists

ich glaube das die Chaos Distrikt nicht Existiert Kann sein aber ich weiß nicht

Chaos District is going to be some every man for themselves type of rules in Financial or Waterfront event.

Which is why it's called Chaos, everyone kills everyone, unless you cheat and get a group of 4 or more to ally up. 3 new achievements come with the event. No more news other than that, I guess.
