convert this .lta to importable 3ds max format(obj, max, etc)

The file in the attachment is the hair of the LA SWAT's character in crossfire in .ltb and .lta format, I need to convert it to an importable format in 3ds max for the animation that i'm trying to accomplish. it cannot be converted using ltb2x, it's saying "tragic error" message. i also tried supercarz tutorial that will use an old version of 3ds max, 3ds max 7 and installing some plugins to make the .lta importable in 3ds max but i get a "improper format" message. maybe i'm missing something. can someone help me or if it's not to much too ask, can some convert this for me.
