Loading Failed

Soo i have managed to get my private server and done everything right but when i gona enter on it.
I got this error every time i open it , i have done everything right:

i have seen that a loot of people who got this error has not been helped
do you know how to fix this ? if you know please respond i have this error in any version of the server even the ones that you needed to download mysql
I have tryed to disable my firewall too but it still not working and i got the same error

It looks like you're missing a reference in your project.

The system cannot find the file specified. File name: 'System Web, Version=4.0.0.0, Culture=neutral, PublicKeyToken=b03f5f7f11d50a3a'

Correct me if I'm wrong, but I don't believe there should be a space between System and Web. It should be System.Web

Dont mind that things in portuguese i have Reinstalled the windows in english language and still the same error. lets try help mee now :P
