Some new ideas for CS vote out

1. CS should debate to win our votes instead of just having everyone vote for someone because they like him.
2. There should be some qualifications for someone to enter the vote out.

Or you can eat a bag of D's.

I say those lvl 2+, donators, staff, and other special members should only be the ones able to vote.
