HUGE Derma Problem

I am making a menu for my hack and the frame is not working at all! I want it to be under the buttons I made and make it parented to the frame so it sticks but I parent it and put it in the code and the frame shows up ontop of the buttons and the buttons are right under the frame when you move it.

I have been working on this same problem for over 3 days and am finally asking for help.
