I doubt he had the power to slow down MPGH, someone else was DDoSing mpgh, while he may have been doing so too, but he was using the same network for all his data sent, so he was just nulling him self out from the server not actually doing anything. Someone else over seas was and is DDoSing probably.

He might have been DDoS'ing something with his free online booter, but it was most likely the CloudFlare IP.
