You can't just replace the filter can you, because I can't find anything that sells the filter by itself besides the whole thing.

Apparently not for a motor vehicle? -- you should easily be able to buy a new air filter. Most air-intake boxes just clip/snap closed --> open the box, pull out old filter, put in new filter, close box. Generally.
