No.
In BO2 there's no hack that is 100% safe.
I think you can hack/use trainers in camaping without getting banned(alteast I made & used my trainer & I didn't get banned).
Some people said VAC is active in SP too, but I'm not sure.

VAC isn't a problem, TAC is a problem.
Also, in zm_stats.gsc, i found this:

update_global_counters_on_match_end()

cheat_too_many_weapons = undefined;
cheat_out_of_playable_area = undefined;
cheat_too_friendly = undefined;
cheat_total = undefined;
..........
}

Maybe, they check players with this stats.

Black ops 2 is not like the other cod releases. Especially regarding banning.

It's not Treyarch that bans you, you get VAC/TAC banned on steam.
