What is your antivirus, i really am doubting it is off, many have a process that u have to manually stop also. Try going into your AV settings, and creating an exception for your desktop from the auto-scan
its mcafee
try dragging it out instead of extracting it

If you can't get it on your desktop it is an antivirus problem. Completely turn it off. DONT DELETE IT. Just turn it off or add tnt.dll to your exceptions list.
