Not even in the remote realm of being a good deal.
Edit: It comes with a monitor and peripherals, so it's not bad, but you could still do much better for the money.

depends on a few factors such as your motherboard and PSU which will determine if you can upgrade things like your GPU and RAM

It's not worth it.(It's pretty good,but you could make a better PC for money)
You can upgrade, tho.
You can upgrade CPU.
Board has 970 chipset so bandwith of PCI-e slots is x16 + x4(If you add another card in Crossfire, other card won't be able to run at full speed).
You can replace GPU with another stronger one.
etc.
But PSU might be a problem if you want to upgrade multiple parts..
