It works if you use a VPN, but will not work without a VPN for some reason.

Have you tried re-installing? I would assume you're not using any hacks right

1- Check if any PC download any thing (If there is stop it or w8 until it end)
2- Remove all cable of the splatter then w8 10 sec
3- Open router
4- Have fun
