Well, they're lunch ladies. They care for the food that's being served to the children. And cigarettes + children's food = no good

It's not like they're breathing into the food or handling the food without washing their hands. That would just be unhygienic anyways. If they're smoking off school grounds and not causing any harm, I don't really see why they should get punished for it. Unless they're one of those cartoon kind of lunch ladies and they cough into food and serve gruel or some shit.
