I've downloaded phoenix and mmoempire source code but the source code don't have server and wserver.exe...

Just compile it using Visual Studio 2010/2013 (I've never seen 2012 before) by clicking the little dandy option "Rebuild" on the projects "wServer" and "server". Follow a tutorial if you get stuck. (Didn't I say this in the other thread?)
bin/debug/Wserver wserver.exe
bin/debug/server server.exe
If u dont have it then you're source is corrupt.

With csproj?

Well you know those are the compiled files, if those are missing it doesn't mean your source is corrupt... It means you haven't compiled the source like @Stellar Spark (NoobHackBot999) said. Guessing you're new to coding?
