no cool down for rogues?

Is there a way to cloak and not have to wait for the cool down?

Yes, you can glitch the cloak in-game or you can use a speed hack 2 much exploit being patched hehe

Setting cheat engine spd to 1.2/1.3 can help with the infinite cloak

Use CE and check "enable speedhack" and set the values around 1.3 or 1.4 and apply it, this will allow u to infinitely cloak but only for a few minutes before disconnecting. The way in which it can be used efficiently is by
1.entering an abyss using the hack just travel some distance until u reach a dead end and clear that room.
2.De-activate the hack and regen hp and mp
3.Activate the hack again and keep going with ur infinite cloak and de-activate before running out of mp or reaching a dead end
4.Do this until boss room come

I can do this multiple time with my rare pet HP MP heal with a few breaks and without getting DCed.

Sounds like a pain in the ass. I have a maxed rare pet w/ heal / mp regain...and I can just cloak and run through 4/5 rooms, clear it..and wait the 1 or 1.5 seconds re-cloak and repeat. Manage to rush some shorter abbys within 45 seconds(to the boss room) easily on a 6/8 rogue. That's using plane walker too BTW.
