i switched from win 7 to win 8.1 64 bit and it jumps from 1mbs to 100 kbs
i tried many things but can't find a solution Has anyone ever experianced this before?
It jumps from a higher speed to a lower speed?

Task Manager shows you the network usage not the Maximum connection speed.
Use SpeedTest and post your results here.
We will proceed from there.

and here is my task manager (example: trying to download League of legends patch and it drops from 1.80Mbps to 0 kbps) also getting random disconnects from chats and all

oh the network usage, its slow when downloading any game either origin or league of legends. just wth.

Alright so this happens every so often that your downloads spike up and down yes? Lets go through some normal procedure and see if that helps the troubleshooting.
Step 1
OK first, I recommend you try disable any Firewall you might have on your PC and Antiviruses. They might be blocking incoming and outgoing connections.
RESETTING YOUR CONNECTION
Step 2
If that doesn't change anything, type in CMD in Start, Metro . Run as Administrator.
Type in the following: ipconfig /release . (It should disconnect)
Then type in: ipconfig /renew .
This should update your IP Address.
Step 3
Try Flush the DNS Resolver Cache by typing in ipconfig /flushdns
Step 4
Try reset TCP/IP Stack. Open CMD in Administrator Mode, then type netsh int ip reset and hit Enter.
Then restart your PC.
