New Returning player DLC enabler ? (for 1.30)

Ya know, to get the dukes and all the rest of the cars. Is a new enabler being worked on ? Or is it permanently patched by Rockstar ?

Thing is, the 'enabler' was just a save-game from someone who had the DLC. The save-game itself is not modified, and still 'technically' works (check single player, you can still get the blimp), but Rockstar have added a check for multiplayer.
