Well, you could always try making a macro that would switch your firing button to scope in, then fire, but I don't really see the usefulness. The main thing would be that there would be a delay in the time to scope in (about .5 of a second?) and that little time spent makes the difference between life and death. Assuming that you are playing in a sniper only game, people not using the macro would simply either dodge in that time increment, or kill you first by no-scoping. Don't forget that you can't really aim while it's scoping in so it's almost as bad as no-scoping. The "lower recoil" is going to be balanced out by the lower accuracy, so I'd say that in the end, it won't make a difference.
