I think he was talking about people who actually use vapes for what they were meant to be used for. Getting off the addiction of Nicotine by slowly reducing the amount that you take into your body, week by week.

I know a lot of people that stopped smoking cigs and switched to Vapes and they said it's a really good stress relief, and they don't itch to smoke like they did when they were smoking cigs. It also doesn't smell up your clothes and home and car and such

The reason why they say "cigars aren't supposed to be inhaled" is because they are strong as fuck and give a major head high, they don't want people to experience that. Once again, I will reiterate.
