Thread Deleted

Hello guys,
Sorry for the my ignorance, but i cannot find the rules in making threads at the User Services section/forum. What are the requirements for it to get approved?
Smoke's Sheep deleted my thread because i forgot to add the "proof" of the said service im offering. I then messaged him to add the proof on my thread but he refuse, and instructed to just make a new one. I already gave him an Approval Vouch Copy ( coz i just see everyone mentioned Smoke's Sheep to have been given a vouch copy for their threads to get approved, so i did that too )

New threads have been approved already, but not including mine. So just wondering if what is wrong with my thread. Please enlighten me. Thank you very much.

Your thread was only deleted once.

Just resubmit if your thread has been deleted since it's easier for a moderator, especially one handling the Market Place.

Once the winner receives his/her winnings, have them post on the thread to confirm they have received it, then when you make a new thread, post on there that you made a giveaway and someone has won it with link to giveaway. EZ. Dispute closed. If you ahve anymore questions or troubles just PM me.
