If we're being honest, Quarantine was NOT scary at all.

The Shining or maybe The Silence of the Lambs were scary for their time.

To be honest i saw silence of the lambs and it didn't make me jump at all.
It's all personal preference.
My type of scary movie is dark claustrophobic environments where things jump out at you. like [REC] its in first person view and shit just starts runnin at you with knives trying to kill you. WATCH IT NAO!!!! i admit, i hated Quarantine but that's because Americans don't know how to make a good scary movie .

Van Helsing is kind of scary if you're not used to blood and gore, Elfen Lied is a bit scary to see them act so coldy + the blood and gore, also it's scary if you think actual Latin melancholic music is scary.

There are some animes that have such a Dark Noir about the setting at times, if animes lacked comic relief characters most all of them would make you feel cold inside just from watching them, (kuroshitsuji - the funny servants, and all that'd be left is a corrupt child a Demon butler and Death wherever they happen to go.)
