Cpu over Gpu first I feel its more useful for alot of games but once you can then defiantly get the gpu for those better graphics
Current running a fx-8300 with an xfx r9 380
Im planning to get a ryzen as because its better for budget gamer.
I could get anew MB + ram + cpu for $300+ or a gpu for $300+
maybe even less because of christmas sell but i really dont know what to get first in order to boost my performance to the max on my PC.

recent CPUs are all very capable; but GPU performance is the most quickly outdated. YMMV!

Just change the GPU and you will be happier, as getting a GTX 1060 or so. But you need to overclock that CPU to get the most of juice out of the GTX 1060. If your PC is mainly used for gaming, the first upgrade is GPU. At other side, if your PC is mainly used for video rendering & editing, the first upgrade is CPU.
As long as the CPU isn't too outdated (like my i5 2500k) I'd say go for the GPU. I'm cucked because a CPU upgrade means replacing everything except the GPU... That's not going to be cheap
