I'm pretty sure they will look at when guns were "added" and ban the accounts that added them after the guns were released.

Take the Tar Cherry for example if was only released on a certain update.

Look at the updates, when the capsule voucher even was going on, they could tell who bought 25 caps and who didn't so they will know who bought the cherry and who didn't. When they see that person never bought any caps of Cherry and has the gun..bam your banned.
