new pc but still bad fps

i have bought a new pc wich his moterboard is pantim4 3.2 ghz and 4 gb ram and vega built in mother board intel 1695 mb but my fps is still between 30 and 50 and i am win7 and ping is 90 in uk and my internet is 1 mb
any body can help me plz to increase my fps

Update your graphics driver.

Follow these steps. It should help your fps by 10-20.

Your FPS is normal for what you have. Doesn't seem like a new computer to me. Just seems like a computer with old parts bashed together + formatted and newly installed OS. .
