i founded some russian guy play whit 2-3 ping cause they have a high connection and they a far far from serveur Na/UK

You can't make your internet faster with a program. You could try to get the max. speed by resetting your router + configs but you should check how much MB/s you have and how much you should/can have.

If your under 50 ping its good already...

The lowest ping i ever had was 10, i live in belgium.

there's no program or something similiar for that. You have to live near the server and have a good internet connection.
