Requesting A plugin

There is a plugin I have been wanting to make for a while but I forgot how to make plugins because I haven't made one in such a long time. If someone can make it for me. Its called BowMaster. How it works is after you fire a bow 100 times (Must be the same bow) You get a enchant on it. 100 Shots = Power 200 Shots = Power 2 and so on and so on.

you mean a plugin that enchants a bow for free?) because people will shoot until it is enchanted and then use it.
