Singleplayer hacking is fine, however modifying packets to a game server may be against terms in the game's EULA - which is a legally binding contract as you agree to it when you install the game. This doesn't apply to all games though. Having said that nobody has ever being charged with game hacking only perhaps had their site taken down by the game company.
