i tried code cl_cmdrate +100 and eny other code but still i got kicked please help me

It's your internet, nothing to do with the server/settings. Get a better ISP/Router. Or try using an ethernet cable/moving closer to your router.
Stop joining on russian servers. That command only hides your latency not your ping (type ping in console and find your name there, that's your real ping.)
